With over 30 years in military leadership and engaging in complex and classified situations, I am excited to now share my techniques for leadership and effective communication with members of your team.

Allow me to share through inspiring examples the leadership, experiences and perspective I’ve gained from fighting on the front lines and strategizing in the Navy Component Headquarters, to make your unit “combat ready” no matter the situation.


It has always been my life’s joy to lead over 5,000 sailors on aircraft carriers, and to have the ability to give life changing personal guidance to single individuals, using strategic level thinking to tactical level motivation.

BIOGRAPHY

Raymond D. Kemp, Sr. is a highly experienced Senior Executive in Leadership and Human Resources.  He is an accomplished, results-oriented, forward-thinking organizational consultant with over 10 years of experience at the highest levels of the US Navy improving organizational strategies, increasing operational excellence, and boosting the performance of teams and employees in a variety of organizations.


As the Fleet Master Chief of Europe and Africa, he directed and influenced over 56,000 service members, civilians, contractors and family members across the European and African continents. By request, he visited Ghana, Sweden, Romania and Finland’s Military Headquarters and consulted with thought leaders on retention, professionalizing the force, and leadership development at their Academies. He was invited by the Defense Credit Union Counsel to address the European Conference in Lisbon (2019), and attended the annual 3/4 Star Admiral conference in Washington, DC, as well as, the Naval Flag Officer and Senior Executive symposium as a speaker and panel member.


He conceptualized, implemented, and executed large-scale initiatives tailored to the training program for multi-national senior leaders, and, revolutionized naval leadership education by creating the seminal document, “Laying the Keel,” with an emphasis on character and professional competency; more than 30,000 senior enlisted trainees were impacted immediately by this training document.


He represented the US Navy at the NATO International Senior Enlisted Seminar, which included briefing over 200 military leaders from African and European nations on leadership development and the value of cooperative agreements.  As an Inspector General, he mentored over 300 junior executives, monthly, in leadership best practices and ethics at the Naval Leadership and Ethics Command & Senior Enlisted Academy. He spearheaded the repeal of “Don’t Ask Don’t Tell” through face to face discussion with every crew member under his command for the purpose of building trust/resilience.


Fleet Master Chief (Ret) Kemp is widely recognized for his exceptional leadership skills and has received honors by the Office of the President of the United States. He is a sought-after keynote presenter and speaker, often called upon to share his insights on rallying teams, bringing tactical clarity, and aligning people around goals.

Fleet Master Chief Raymond D. Kemp entered the U. S. Navy in June 1986 as a Data Processing Technician; completed Basic Training at Recruit Training Center San Diego, California and Class-A School at Service School Center San Diego.


Sea duty assignments include: USS Independence (CV 62); USS Abraham Lincoln (CVN 72); Staff of Commander Amphibious Group One; USS Kearsarge (LHD 3). Shore duty assignments include: Naval Security Station Washington DC; Tactical Support Center, San Diego, CA; Commander Naval Space Command Dahlgren, VA; OPNAV Communications Information Systems and Network (N6), Washington DC.


He was selected into Command Master Chief (CMC) Program in 2009 and chosen to represent the Navy as a student at the US Army Sergeants Major Academy, CLASS 60. Command Master Chief tours include USS Mason (DDG 87); USS Harry S Truman, Navy Inspector General, and retired as the U.S. Naval Forces Europe/U.S. Naval Forces Africa Fleet Master Chief.


Throughout his career, he has completed combat deployments in the Fifth, Sixth, and Seventh Fleet areas of responsibilities and participated in operation Desert Storm, Operation Restore Hope, Operation Southern Watch, Continue Hope, Sea Angel II, Iraqi Freedom and Enduring Freedom.


Fleet Master Chief Kemp's personal qualifications and awards include the Enlisted Surface Warfare, Enlisted Aviation Warfare, and the Enlisted Information Warfare; two Meritorious Service Medals, four Navy and Marine Corps Commendation Medals, three Navy and Marine Corps Achievement Medals, a Combat Action Ribbon, and various unit and campaign awards.
